We could not have peacefully solved it in
advance any more than we can peacefully
solve it now. We possibily could have
prevented it from happening with same use of
force that we are using now, but then we
would have been seen by most of the world as
agressors. Instead, we were attacked, and are
now seen as defending ourselves and
attempting to prevent further attacks from
happening.
