Everything is predictable with hindsight. Hitler was not widely considered a madman before WWII. Many - particularly the European upperclass - thought that national socialism (correct term?) was a good idea. And nobody argued with what was practically the abolishing of unemployment. This caused people to close their eyes to the terror-aspects of Nazi government.
