I'm pretty sure that I am qualified to do the job, because the web design stuff is a minor secondary role to the job and I have some experience anyway, but I am wondering if I should include my home page URL as part of my job application. My home page is not professional at all, but it does show that I have some basic knowledge about how this stuff works.

The company's web page is http://westcommpump.com, and my web page is in the link below.

From a person who worked in Human Resources at a School District, I would suggest not to include it. You could promote yourself better by attaching any and all transcripts and certificates you have, along with personal and professional reference letters. Under "Qualifications and Assets" dazzle them with a bunch of HTML computer jargon. Good luck.
