The reason complete stops are called "student driver stops" is because the only people who do them are student drivers trying to pass their driving test to get their license. I've never seen or heard of anyone being pulled over for making a rolling stop before. Either they're much more strict about such things in Louisiana, or that was one bored cop with nothing better to do at the time.

My dad got pulled over once for not stopping at stop sign that wasn't there. There's a crosswalk leading from the high school track across the street to said high school with a stop sign on either side of it. Someone had stolen the stop signs, so my dad just drove right through it. (Making sure there were no pedestrains of course.) A cop pulled him over and told him he had run a stop sign. My dad said he had figured they finally got rid of the stupid sign. The cop said that was no excuse, that he should have known there was a sign there, and wrote him a ticket.

My dad contested the ticket, won, and the cop got stuck behind a desk.
