I apologise for any offense people may have taken.

As Arthur says, I was exaggerating. However, the point I was trying to make is that, at least where I come from, there is a strong statistical connection between your childhood environment and your propensity for criminal activity. Therefore, tossing children to and fro between different institutions/foster homes so that they don't find solid ground under there feet is, to my mind, almost like being an accomplice to the crime if/when it happens.
