The Queen IS mainly ceremonial, but it is theoretically possible for her to control Government by refusing to give the Royal Assent to any Bills.

Interesting side note: The last time a monarch significantly interfered in anything at all was when George VI (?) did not appoint Lord Curzon as Prime Minister, instead sending for Stanley Baldwin, in 1933ish.
