That's because they never made the sequel. "Vs. The World Crime League" was in the closing credits of the movie, similar to the "James Bond will return in Thunderball" tags that were used in several Bond films.

The "World Crime League" is another play on the whole Doc Savage riff. Many of the actors from the movie have expressed a desire to make a sequel, but apart from the whole rights issue, the exhorbitant salary requirements would require the movie to do as well as, oh, Titanic to make a profit.
