preserving history

About a year ago, I got a Louisiana title with a vintage motorscooter. The scooter was a '63 model and the last time it was titled was 1980. To me, that title is a (an?) historical document. Things like that should be preserved. Certainly, historic vehicles should have as much documentation as possible. But today, when I went to register it and buy an antique tag for it, they insisted that the old title should go to Nashville along with the application for a Tennessee title. "What will happen to it there?" I asked. They said it would be copied into a computer. "And then dumped into the trash?" I said. All I got was a shrug.
Doesn't anybody care about historic documents? I hope the Tennessee DMV never gets hold of the Declaration of Independence.
