Wow, it's a bit of surprise to see the subject matter...
But I think it follows a trend in achieving attention through shock value. I know in Australia we have had various ad campaigns designed to horrify and shock. I think it's when the ad is informational rather than sales related. We have a lot of traffic related advertising which can get quite distressing, on speeding, drink driving, overtaking, etc, as well as a lot more that I can't even think of at the moment (I try not to watch too much TV)
