I couldn't agree more. It's so handy when people leave perfectly good employment sections, real estate guides and much more rarely, TV guides on the train.
When I have a newspaper or mag that I want to get rid of but there's only a bin, I try to put it on top of the bin rather than in it. That way people can scavenge it without looking like they're scavenging.
