Sounds a bit like "Needful Things" by Stephen King. There's also a passage in Pratchett and Gaiman's "Good Omens" where a demon ties up the cell phone network during lunch to irritate humans who would then pass on that irritation to others. By the end of the work day, the anger was radiating from the city.
