I've actually seen Dave administer a variant of this. Somebody wanted to play Blitzbot and it was late at night, and I wasn't even in Chat (I saw this on Kaz!'s computer). Sam wasn't around though, so Dave improvised. Everybody was made a temporary op. Then, Dave would de-op one person, and everybody else would try to kick them. Whoever made the kick first got a point.

This game didn't last very long because apparently, kicking somebody is fairly processor-intensive on the server. Especially if lots of people try to kick somebody who's already been kicked (like, a second ago). After a couple of rounds, the screen blanked out for everybody. It was temporary, but scary enough to end the game.

So, this sort of thing /has/ been thought up before. However, I think if we tried OneCoolCat's suggestion, we'd probably crash the Rinkserver or something!
