The punctuation-around-quotation-marks issue has been discussed here before. The result was that it was discovered that putting question marks and exclamation marks inside quotation marks is NOT actually the American standard at all. Question marks and exclamation marks belong outside quotation marks unless they're part of the quotation itself. Commas and periods, however, belong inside, and that's the only difference between the American and British schemes.
