There is an organisation here which aims to do that very thing. They advertise for people who are throwing away "obsolete" computers to donate them instead, so they can be fixed up and supplied free to older people. The group also gives free or very cheap tuition in computer use, email etc, to the elderly. I'm not sure what the organisation is called, or if it exists overseas too, but I could find out if anyone is interested.
