That is rather weird. I'm assuming that their use of the term "dope" refers to marijuana. Why would anyone care if a chessplayer is a pot-head or not? If a guy can doob up before a tournament and still pull out a victory, then he must be pretty good to start with.
I can completely understand forbidding atheletes from using any substance that may artificially enhance one's strength or endurance. But why would it be necessary to monitor for anything that would *hinder* said performance. If a competitor wishes to compromise their own ability to perform, that's their own problem. Furthermore, exactly when did chess become a "sport"? Since the original Olympic games centuries ago, the competition has been about physical events. Suddenly now we'll have octogenarian chess masters popping out of the woodwork in hopes of winning Olympic gold. This is worse than the inclusion of equestrian events.
