I apparently just needed to bug the janitor one last time.
I've been able to now successfully fix the boosters and conduits and assist a gentleman in need. I'm now trying to get time to pass so the gentleman can assist me (I know he's supposed to give me things to move me forward) and get Kepler out of his office so I can get into the maintenance door in his office.
