I think I see the problem: are those pairs of conduits side by side, as in one on the west side and one on the east side? If so, then you're missing quite a few connections.

Try thinking of a snake coiling around a hula hoop -- one continuous line. And watch out for the broken bits.

Opposites are part of the puzzle, but not the way that you appear to think they are. I conveniently happened to have a saved POA game that was paused right at the conduit puzzle, so I can confirm that.
